Recent developments in Afghanistan indicate a significant deterioration in the human rights situation affecting Hazara and Shia communities, particularly women and girls. Reported incidents in Daykundi and Herat raise serious concerns regarding sexual violence, forced marriage, arbitrary detention, suppression of peaceful assembly, sectarian attacks, and land confiscation.¹
While these cases have received public attention, they are likely to represent only a small proportion of actual violations. Fear of reprisals, the absence of independent judicial institutions, restrictions on media and civil society, and the social stigma associated with sexual violence continue to discourage many victims from reporting abuses.²
